Link to published artifacts in success confirmation #167

The action creates a success comment to confirm publishing has completed:

For most targets, it should be possible to display links to the published artifacts. This would be:

GitHub
NPM
PyPI
NuGet
Crates
Cocoapods: Doesn't have a version-specific page, but shows the latest version on the top
Docker: For Dockerhub only
Gem

For GH Pages we could print a link to the deployed page for convenience.
