Book: Types & Grammar

Chapter 4: Coercion

ToNumber subchapter says:
"ToNumber for a string value essentially works for the most part like the rules/syntax for numeric literals (see Chapter 3)."

But Numeric Syntax is explayned in the Chapter 2, not in the Chapter 3.
