Built-in tools loaded via the Tutorial Mode do not pass tool_version

This will require updates in Galaxy's plugin, as well as the GTN :(

We'll need to supply something like Grep/1.0.1, and then the tutorial mode plugin. We'll need to separate out the version into a separate data-tool-version parameter on our side.

we need to do this for reproducibility because of things like Grep1 / 1.0.4 adding a new parameter and potentially different behaviour than was in Grep1 / 1.0.1, and our tutorials don't even document which version is used (it's in the workflow though.)
