Usually users are added to FUM before they are publicly announced to whole company. Thus normal users should not be able to see those users. Only "sudo" users should see all users. This could be implemented for example by hiding users that are not part of certain group or by adding some new field to user page.

Similarly users that have left the company should not be visible to everyone.
