能否实现在非输入状态下，自动切换为英文输入？ #37

如题，主要想解决软件快捷键的问题。

比如用Premiere Pro进行剪辑，平时可能需要用中文进行文字编辑。但快捷键又一定需要在英文状态下，很不方便。

是否可以自动判断光标当前是否属于“可输入状态“，如否，则自动切换为英文输入，这样按快捷键就不会受影响了。

（在非输入状态输入中文，实属一点用没有）
