功能描述以及必要性描述

项目中使用local_cache作为接口防爆和jwt废弃的存储并不适用于多机部署。他们无法共享缓存，导致无法命中。

建议和方案

我关注到验证码的存取是做了多机部署传到redis的方案，可以做类似处理。
