Survey Runs: Allow run admin to specify whether approval is required for the survey run

Description

Some templates/runs only require completion, not approval. For users who have been listed as in the approval role the survey remains in the list of survey actions as awaiting approval even when not required for this particular run.

Possibly it's the case that owners are needed to update the recipients / withdraw or reopen surveys so removing the owners from the run might not be an option.
