Probably pull requests need extra handling to not interfere with normal netcore branch builds.

When AppVeyor adds a tag another Travis CI build was triggered.
The tagging within Travic CI itself always failed for non-tagged releases and was ignored for tagged releases.

For now I changed the Travis build to only run for tagged changes & pull requests.

I think the best way to go for the future would be switching to just one CI/CD provider.
