If you make use of the full 3 distribution certificates for an Apple developer account and one is used to sign an XCFramework, you would never want to nuke that certificate, but instead allow it to expire and still be used for checks while new versions use a new certificate. Allowing the running of fastlane nuke in an account means people could unknowingly revoke a certificate that should not be revoked. Adding ACL for who can run nuke would help solve this.
