Split tests .py files from execution specs #462

About the way I see tests. Pyspec with .py scripts and fill command is one repo.

And tests that are also .py files are a separate repo.
You just link it as a submodule.

This way I can actually link .py fillers to the existing test repo as well and refill all at ethereum/tests
