Send Bytes through ports #2313

Using binary websockets and handle the messages in Elm currently means encoding/decoding to/from strings to get the data through ports.

The lamdera compiler already provides this feature, making things more efficient, but I think it is legitimate expectation for the standard compiler.

A real-life example is Elm Nats.
