Description

Spawned from #107876 (review).
Essentially, AggregateExec.Mode needs a new flavor of PARTIAL aggregation step for the node-level reduction. This will be used in PlannerUtils.dataNodeReductionPlan and when we create the physical operations to be scheduled by the driver.
