Add ability to deploy APM server

The ARM template allows for the deployment of

• Elasticsearch cluster
• An optional single instance of Kibana
• Optional multiple instances of Logstash

To allow for APM agents to be able to store and analyze data in Elasticsearch, an APM server is required. This issue is to track interest in having the option to deploy APM server as part of the deployment.
