Source not found before process has even begun, without a hint as to why #702

No Red Bar alerting user to change their settings to allow for camera capture when initially no camera is found.

The default for apps had been set to "blocked" and had to be manually changed through settings for both browser and android (I assume the average user is not savvy to all permissions at all times on every device.)
Note: This red bar is present when permission is actively denied (when user clicks “cancel” and instead of “share” or “ok” when selecting a source) in both desktop and android; maybe just add it beforehand if no source is detected.
