Random room notifications

Current Behavior

Something weird is happening from time to time with the room notifications.
Randomly, while watching videos, I get notifications that me or the other person left/joined the room.

Expected Behavior

Get notified only when someone actually leaves/enters the room.

Steps To Reproduce

Watching youtube videos in a permanent room using firefox 123.0.1
Not sure what triggers it but it happened twice throughout a 20 minute video.

Environment

• This happens on the official site, opentogethertube.com
• This happens using a self-hosted version.
• I'm using the docker image.

This is somewhat expected behavior because those notifications directly correspond to websocket connects/disconnects. This can happen during deploys as the service is restarting, or just network instability causing the websocket connection to break.

But yeah I agree, not the best user experience.

This is kinda sorta related to #791 as this is a blocker for closing out that issue.
