StrokeDashArray of a Border control is not well recycled with a CollectionView

Description

The StrokeDashArray of a Border control is not well recycled with a CollectionView.

Example :
White cards use new DoubleCollection() (or null or new DoubleCollection([0]))
Gray cards use new DoubleCollection([3, 3])

When scrolling, white cards will get the gray card StrokeDashArray.

Can repro this issue at Android platform on the latest 17.10 Preview 7(8.0.20&8.0.21).
