I'm getting this error 'No connection could be made because the target machine actively refused it.'

what are the requirements and settings I should apply for a Windows PC?

Please share a code snipped so that we can see how you try to connect.
Also please make sure that the port is correct. Even though port 1883 is the default some servers might use a different one.
