User Story

As a dotCMS engineer, I want to be able to plan and apply terraform changes in github, so that I don't have to try and keep my local computer (environment) in perfect synchronization with all other dotCMS engineers touching our infrastructure.

As a compliance auditor, I want to be able to see an audit trail of infrastructure changes, so that I can review evidence of effective change controls

Acceptance Criteria

1. ability terraform plan and get plan results for review in github pr
2. ability to terraform apply from the PR if the plan looks good
