why buildUtil.js missing under jslib clump #433

I was trying to upgrade dojo from 1.5 to 1.7.3 and in build.js there is an import of buildUtil.js
load(buildScriptsPath + "jslib/buildUtil.js");
but buildUtil.js is not there in jslib directory.
