The user should be able to put a frame or border on a generated thumbnail.

Definitions:

"frame": an image functionally similar to a picture frame (i.e. "enveloping" or "surrounding"), hence the term
"border": lines of arbitrary thickness (in pixels) and color on the perimeter of an image

Considerations:

Should a frame/border overlap with the image?
Can a user specify arbitrary thicknesses for each side?
Can a user have a round border?
How will border thickness parameters be passed?
