dynamic list of targets

I have a suggestion for enhancement. Currently a list of targets can be specified only statically in a config file. It would be useful when there would be some way how to change targets dynamically.

It could use the same principle as file_sd_config option in Prometheus. A config file can point to a json/yaml file with a list of targets. Prometheus checks this file and reloads itself in case of change.

Maybe instead of having an external target list for the exporter, implement a behaviour similar to snmp_Exporter or blackbox_exporter.
From prometheus configuration relabeling behaviour is used so we user only maintained the target list for prometheus config.
