Somehow bullets got confused in the linked document: enter on second level created a 1st+2nd bullet mark (and acts like it's second level), a new enter crteates a proper 1st level.
TAB / Shift+TAB doesn't work anymore, indent/outdent buttons work, but the result is pretty random.
Well I was creating a title, a second level title, a bullet point, then enter, then tab, started writing 2nd level, enter, then there was the 1st+2nd level indicator, but I cannot always reproduce it.

It can't seem to be fixable by in/outdenting.
