When will there be a BS 5.3.2 version and free from Gulp

When will the current versions be upgraded to BS 5.3.2? I was advised to use the build procedures to the upgrade but it never worked as the structure is not consistent. To make thing more difficult, usage of Gulp is really messy and need extra learning curve. Why can't the products be delivered with simple standard tools? Additionally, why dont the overriding css be separate file instead of blending into the core loadable css stylesheet?

Until these things are rectified, we are deciding to give all the templates a skip. If not rectified, then we may have to look elsewhere like Syndron (simple, straight forward, easy and cheap as well).
