Concourse team creation in Bosh manifest

Feature Request

What challenge are you facing?

It seems I am not able to manage Concourse teams and their associated GitHub authentication rules in a Bosh manifest. I believe I am only able to authenticate GitHub users/teams to the "main" Concourse team.

If i was able to do this in the manifest I would be able to use version control to manage it.

A Modest Proposal

Allow users to define Concourse teams for their deployment in the bosh manifest.

As part of this we could have any teams in the manifest marked "static" in the database, and prevent fly set-team from working, since the change will be clobbered on ATC restart anyway.
