[BUG] Delta for v10.0 & v11.0 are buggy and should be removed

The first two iterations toward the delta release journey were buggy, missing the required data/files to be able to reconstruct the upgraded dataset from the previous one.

I think they should be removed from downloads, in some way, e.g.:

• Deleting database records
• Adding an enable/disable flag
• Making the links unclickable + adding a message ("incomplete dataset" etc)
• ...

The files in the cv-dataset repo might stay for statistical purposes, iff the data is correct of course.
