[Feature Request] To be able to create RDS Proxy reader endpoint

Describe the Feature

Currently, a Proxy writer endpoint gets created (with target_role = ReadWrite). The module should provide with flexibility to create a Proxy reader endpoint (target_role= REadOnly), that is a pooler endpoint on all the read replicas.

Expected Behavior

When proxy reader endpoint creation is requested, proxy reader endpoint should be created.

Use Case

A seperate proxy endpoint that isolates reads to the replicas & seperate write proxy endpoint to the primary instance.
