Expected behaviour

Can use the filter with GB18030 characters to search in Service.

Actual behaviour

It failed to search by using the filter with GB18030 characters in Service.

Steps to reproduce the behavior

1. Create a User Provided Servce and input the name with GB18030 characters, for example: 'TrafficServive€酮خد㐁ᠡꀈ༑㘚郂'
   
2. In Search by name, type 'traffic' to search
3. Got an entry, so this service can be found successfully.
4. In Search by name, copy GB18030 characters '€酮خد㐁ᠡꀈ༑㘚郂' to search,
   
5. Cannot locate the correct service.

Note:
After the step4, English characters will be also failed to search. You need to refresh the web page to continue English characters search.
