At least the files that are within one "group" (jar or classpath directory). Why? Such that :refer :all in tests works a bit better (@mk)

Also ns-analysis in the hooks API relies on stuff already being cached. If we fix the order of linting you don't need to lint stuff twice. See https://clojurians.slack.com/archives/CHY97NXE2/p1638471504474800
