A command for getting permalink of a line

A command for getting permalink for a line or a code block will be super useful. This will be useful when submitting issues using cli.

The gh browse command can do that. For example:

gh browse README.md:3 -n prints out a permalink to the 3rd line of README.md

It print a information like: https://github.com/<org>/<repo>/blob/master/README.md?plain=1#L3. I am looking for a permalink like https://github.com/<org>/<repo>/blob/<commit-sha>/README.md?plain=1#L3
