This is in direct support of the continuous baseline update process to manage all discontinued / OBE / removed policies and remove them from their respective SCBs.

This would be useful because...
It allows a singular place for a user to reference all discontinued / OBE / removed policies as well as declutter existing SCBs and the report of said policies.
