I never see a snowfall estimate of more than a millimeter, even on days where the text forecasts "Heavy snow".
For comparison, NWS (American weather bureau) issues a heavy snow warning when more than 150 mm is expected within twelve hours or 200 mm in twenty-four hours: https://forecast.weather.gov/glossary.php?word=heavy+snow
