Page Constantly Refreshing

When visitng the URL https://www.ipsos.com/en-us with Consent-O-Matic is installed in Chrome (Version 115.0.5790), the page will keep refreshing by itself.

Looks like the rule forgets to check if the popup is actually visible and keeps filling it out again and again

The rule is drupalEUCC but it does in fact check for display. The issue here is that the popup is always displayed but displayed outside the screen. There is currently no way for rules to check for this.
