View application logs from the CLI

Is your feature request related to a problem? Please describe.

I can let someone deploy apps without admin access (by providing them with a deploy token), but I can't let them see the application logs without giving them admin access.

Running

caprover logs --caproverUrl=https://captain.cap.sealcode.org --appToken=abcdef --appName=my-app

would show the recent logs from the deployed app
