I'm not sure if it's possible but on a page of a build, e.g. https://buildbot.flathub.org/#/builders/6/builds/99095 there is the publish button top right (if you're logged in).

I'd like that to be greyed out and change to Publishing if a publish job is already underway.

This would stop users like me thinking it hasn't published yet and trying again.
