Is your feature request related to a problem? Please describe...

I tried to use vitest with BootstrapVue and portal-vue@^2 throws errors because Vitest won't resolve @vue/compat correctly. Upgrading portal-vue to 3 might fix the issue.

Describe the solution you'd like

Upgrade portal-vue to 3 since it's the only dependency relying on Vue 2 right now.

This project isn't being maintained so I'd suggest you look at migrating away from the library.
