Hey man,
thanks for your effort that seems really like a good project.
I know that importing VCE files itself is not possible (they have an encryption and keep it closed what kind, so guys on stackoverflow tried to crack it).
But if it would be possible to create a oef based on an rtf produced from this:

and converting vce files to pdf by this service: https://www.convertvcetopdf.com/
seems like a cheap way of getting vces into oef format.
Not sure if it would work but the rtf didn't look bad for me and converting that rtf xml to oef is maybe possible.
If it doesn't work ok but I think that seems like a good way and ppl use this rtf with older exam suites to build vces again (which they now can open).
