From öK eCH-0265:

"Abbildung von Programmen ohne Flächenbezug (z.B. GMF)" (use of programmes without link to area) should be evaluated.

Status Quo

Programmes are supported only in conjunction with an Area (in the XSD). (good enough for digiFlux in 2024)
However, in the actual domain, there are such things as programmes without any relation to an Area. Examples: GMF, cantonal programmes.

Topics

This could have a larger impact on other standards. For instance, programmes are defined in 0265 but they are actually a cross-cutting concern.

The problem is not with this standard, rather in a referencing standard. Moving it to a new project.
