Noblegarden 'Egg Basket' usable after event end

Current Behaviour

Using the item 'Egg Basket' will give a speed buff (if in a valid area) althought Noblegarden is not active.
This is the 'Egg Basket' obtained from the Noblegarden quest.

There's another identical item that seems to be non-equippable and non-usable if Noblegarden is inactive:

Expected Blizzlike Behaviour

As the tooltip of the item also suggests, it should only be usable during Nobelgarden.
