Develop an updated approach to Terraform support

The existing Terraform templates are quite old and likely no longer relevant or helpful to our users (see: #331).

Discuss and establish a plan to do one or many of the following:

• Document a new, relevant example of how to manage and deploy RDK rules with Terraform.
• Remove old 0.11 and 0.12 templates
• Create a copier or jinja2 template that programmatically generates relevant Terraform for a given rule or series of rules.
• Create a Terraform module to accommodate management and deployment of RDK rules.
