Support IAM Trusted Identity Propagation with Redshift

Is your feature request related to a problem? Please describe.
IAM Trusted Identity Propagation is the recommended approach to pass user identity down to the data access so it can be used to apply permissions on the data access based on the user permissions instead of the IAM role used by the Python runtime.

Describe the solution you'd like
As a data scientist I would like to access data from multiple sources including Redshift structured data and create a dataframe from a SQL query on Redshift, passing my identity to Redshift engine which applies permissions.
