🔧 Migrate final ARM image stuff from arm-dependencies image

Not necessarily a problem. During the original bifurcation of the app image and the dependencies base image, stuff that should be in the app image was moved to the base image when it shouldn't've been. This was due to a pursuit of fastest possible build times for the app image, and has resulted in duplicated work in maintenance headaches (e.g., any time we change the python dependencies)

1. Move the python requirements out of arm-dependencies
2. Move all user shit out of arm-dependencies
