Off not working "Service worker is not registred or does not control the Start URL"

Hi,
I have this message in my chrome devtools and offline doesn't work.
I am working on localhost and even tried with https ://localhost
but still have this message.

Does anyone know why it is not registered?

Have you tried removing webpack-pwa-manifest from the Webpack config? If so, does the error still appear?

If you have tried removing the webpack-pwa-manifest from your Webpack config and got no errors, please, can you post your Webpack config and Service Worker register?
