Router config panel does not allow telemetry settings

I was trying to configure my headers for what should be send to GraphOS but the config panel does not allow me to edit the root level telemetry setting. This should be allowed so I can configure which headers are sent to operation tracking for Cloud Routers

@smyrick Is this perhaps a Router thing and should be transferred there? (e.g. apollographql/router)

It is a Studio UI panel. If you are using a self hosted Router you can set these settings, so the validation is happening in the Studio UI.

I can move there if we want to track Studio Cloud Router issues there, but this was the best place I figured
