Make it possible to stop and start all instances

Problem Summary

The RHDP (RHPDS) team would like to be able to deploy then stop all instances in the workshop and start them at a later date. My understanding is that the IPs are ephemeral and DNS is not configured correctly so stopping and starting instances would cause the workshop to be inaccessible.

your assumption is correct, there are ways around this though... I just got to dedicate some time to fix it
