Description of the feature / 需求描述

如果要向多人收集文件，他们可以在一个页面上传（都可以看到这个页面），但是不允许他们下载别人上传的文件。（测试了其他实现方法，如果隐藏所有文件的话，用户无法上传；隐藏文件夹的话，用户无法进入上传界面）

Suggested solution / 实现思路

增加一个允许不允许下载的权限控制
