Add a comments tab to the discord bot

An extra tab in WindowsGSM Discord bot Admin list where you can add a comment/ the username of the user

Currently:
Admin ID Server IDs
999999999 0
999999998 1
999999997 1,2
999999996 4

With many users of the discord bot Feature it becomes hard to keep track who has acess to which server, a extra field where you can add a comment(name) or a feature which auto imports the name of the user, because the Discord IDs dont tell you who it is unless they use a commnad then you can see it in the Bots log
