Introduce an optional yaml file to standardize local setup.

Types of features that could be included:

Redefinition of default arguments for CLI commands (such as port, host_name (WIP) for dev, or dartVersion for build).
Declaration of plugins (see spike: investigate ways to support packages which hook into the codegen step #474)

Requirements

Create a specification
Documentation
Validate file content upon dev and build execution
Create a command on the CLI
