Add support of NEXRAD Level-III PRC products

Build 19 of the NEXRAD Level-III product generator added a new product, the PRC (Power Removed Control) product, product code 113. Please add support for this product in the NetCDF-Java library.

I've attached sample files and images from AWIPS. One thing to note is that while the product range resolution is 0.25 km, these images were generated when AWIPS had an issue and had it as 0.5 km. The images and sample products should still be useful, but the range of the images will be different by a factor of 2.
