oracle cloud connect problem, how find then ORACLE_HOME in local machine?

1. Which driver are you using and version of it (Ex: PostgreSQL 10.0):

instancelcient 21.14 connect to oracle cloud at 19c

2. Which TablePlus build number are you using (the number on the welcome screen, Ex: build 81):

build551

3. The steps to reproduce this issue:

set up ORACLE_HOME and fill in tnsnames.ora
when i press test button

and the logfiles:
