Rework Properties

Just putting in a little bit more context if others have some ideas/thoughts:
We were thinking that the current way of passing properties to the {TEI|MEI}Garage via URL-encoded XML in a URL parameter is quite, cough, cumbersome and error-prone.

A better approach would imho be to provide all these properties as individual URL parameters. This would facilitate documenting these parameters via OpenAPI and probably improve their adaptation.

That said, for compatibility reasons we should support the current way as long as we can easily map those (two) different ways of providing properties.
